RUSTARK NEW MODIFIED STARCHES PRODUCTION PLANT
In the second quarter of 2026, RUSTARK is going to start a new plant for producing various types of food and industrial modified starches at its site in Krasnodar Krai. The new facility will be the first full-scale production plant in Russia to produce over 60,000 tons of various food and technical starch modifications per year. The plant will use waxy and dent corn, as well as tapioca, potatoes, and other raw materials. The investments in the project amounted to approximately 7.5 billion rubles. The primary goal of the project is to develop domestic production of critically important ingredients to ensure the country's food security, reduce import dependence, and boost exports of high- value-added, deep-processed grain products.
Today, RUSTARK modified starch plant is at its final stage of installing production machinery. The launch of production release is scheduled for spring of 2026 Initially, the production capacity will be employed for manufacturing a wide range of products-over a dozen varieties of high-efficient food and industrial modified starches that are in high demand among Russian consumers.

KEY PRODUCT ADVANTAGES:
It is worth mentioning that the new RUSTARK plant will be the largest modified starch production facility in Russia and EAEU countries. The main production building, with a total area of over 5,500 sq. m., consists of four floors, containing all key production units. The primary and auxiliary equipment has been purchased from reliable, leading international and domestic manufacturers from China, Turkey, Thailand and Russia. The production capacities of RUSTARK plant will allow to produce over 50 different starch modifications.
"The new production facility is equipped with state-of-the-art equipment and includes advanced starch modification technologies: physical, fermentation and chemical methods. One of RUSTARK key advantages is its independence from importing components and technologies. This will allow us to respond flexibly to market changes, provide proper product supplies forRussian consumers, and maintain competitiveness at the time of sanctions restrictions. The company is actively developing its own scientific research and development, creating unique formulas and production technologies for modified starch. This approach guarantees high product quality, adapted specifically to Russian operating conditions and clients’ needs. This is particularly important in the current unstable geopolitical environment, where dependence on foreign suppliers becomes a significant business risk," – Valery Pribylov, RUSTARK Technical Director
"We provide Russian consumers with a reliable domestic partner offering the most sought-after range of high-quality ingredients. This will help our clients to reduce their dependence on logistical risks and currency fluctuations. In collaboration with our RUSTARK Research and Development Laboratory in Skolkovo, launched in December 2023, we are already developing efficient technological solutions for dairy and meat, confectionery, beverages, and specialized food industries and applying our new products," – Dmitry Sysoev, RUSTARK Commercial Director.
RAW MATERIAL SUPPLY FOR THE NEW PLANT
Since 2021, RUSTARK has collaborated with Agroplazma breeding seed-growing company on extensive development of RUSTARK-AP waxy corn hybrids required for producing food modified starches. In 2024, RUSTARK launched a project to cultivate this developed hybrid in the fields of Krasnodar Krai. The initial harvest yielded approximately 3,000 tons of waxy corn.According to an expert evaluation by the Russian Potato Research Centre named after A.G. Lorch, the obtained samples of RUSTARK amylopectin corn comply with GOST standards for amylopectin content in this type of grain. RUSTARK planted the required volume of waxy corn seeds in 2025 to provide supplies for its new production facility (modified starch plant). This will enable the company to harvest its own amylopectin corn crop in 2026 As a part of the company's production program for 2026 and beyond, RUSTARKself-sufficiency in raw materials will exceed 100%.
STATE SUPPORT AND REGIONAL INITIATIVE
The comprehensive reconstruction of RUSTARK, launched in 2022, is being carried out with the active participation and support of the executive authority of Krasnodar Krai and the Ministry of Agriculture of the Russian Federation.State support has been provided through targeted financial instruments contributing to enterprise modernization. Among the examples of this collaboration was a provision of a targeted subsidy of 34 million rubles in 2024 These funds were used for reimbursing costs associated with the technical connection of a new 12 MW high-voltage power line, necessary for the uninterrupted operation of the modernized production site.
The active policy of the Ministry of Agriculture of Krasnodar Krai, supporting advanced processing projects for agricultural products, has been an another significant element of the regional development strategy. This approach facilitates to creating effective mechanisms for stimulating the implementation of advanced technologies in the region's agricultural industry.
"A key instrument of financial support for the high-tech production process focused on manufacturing modern starch processing products is the provision of a targeted soft concessional investment loan of 5 billion rubles. This opportunity has been made possible through the coordinated efforts of the Russian Ministry of Agriculture and the Regional Administration, with Sberbank PJSC acting as the direct project partner, being a reliable financial institution that has been RUSTARK’s consistent and trusted partner in financing our major production projects," – Natalia Ivanova, Economics and Finance Director.
"The new RUSTARK plant will contribute to introducingmodern biotechnologies to the region and strengthening Krasnodar Krai's position in the starch and starch products market of Russia and the EAEU countries. The implementation of this project has been already bringing new technologies, new investments into the region's economy, and creating jobs. Besides, the new production facility is another step for us towards import substitution and increasing export potential. However, we are not going to be satisfied with what has already been achieved. The company's plans for the next 5 years include the construction of new world-class production facilities. We anticipate that through RUSTARK's continuous development and team expertise, the construction of new production plants will become another significant milestone in the company's growth, making it the leader of Russian starch and starch products market."
